Institutional Investors Advance Allocations Across Natural Capital, Public and Private Markets (5 - 9 October, 2026)
12 Oct 2026Five institutional investors reported investment management developments during 2026, spanning natural capital, active equities, government-guaranteed fixed income, multi-asset endowment management and private infrastructure. The developments include new commitments, a manager replacement, expanded deployment within an existing mandate, the establishment of an endowment and a proposed infrastructure investment.
1. Merseyside Pension Fund – Natural Capital
Merseyside Pension Fund made its inaugural natural capital investments, committing £60 million across two specialist forestry and timberland funds. One selected manager is Campbell Global (J.P. Morgan Asset Management) through its Forest & Climate Solutions Fund II. The individual commitment to Campbell Global was not disclosed. The investments support the Fund's longer-term 4% natural capital allocation aspiration.
2. Board of Pensions of the Presbyterian Church (U.S.A.) – Large-Cap Value Equity
The Board approved Allspring Global Investments' Special Large Cap Value Fund for its Retirement Savings Plan, replacing the T. Rowe Price Equity Income Fund. The change was announced in March 2026, with implementation scheduled by July 1, 2026. Investment amount: Not disclosed.
3. New Mexico Small Business Investment Corporation – Fixed Income
NMSBIC expanded capital deployment through its existing RBC Global Asset Management mandate, increasing invested assets from $9 million to $18 million as of March 31, 2026, against a $25 million total commitment. The expansion incorporates SBA/USDA government-guaranteed loan certificates, facilitated by a custody transition to Trustmark Bank.
4. Liberty Mutual Foundation – Multi-Asset Endowment
Liberty Mutual established a $600 million endowment to provide long-term philanthropic funding. Liberty Mutual Investments (LMI), the group's internal investment management platform, was appointed to manage the capital across public and private markets. No external investment manager appointments or underlying allocations were disclosed.
5. Sonoma State University Foundation – Private Infrastructure
Sonoma State University Foundation's Investment Committee supported progressing a proposed $1.4 million commitment to Ardian's ASF IX Infrastructure Fund, following a recommendation from Graystone Consulting. The strategy targets infrastructure secondaries, primarily brownfield assets across the U.S. and developed Europe. The investment remains subject to confirmation of compliance with the Foundation's Investment Policy Statement.
What this Signals for Future Mandate Opportunities
Collectively, these developments highlight several channels through which institutional capital can generate investment management opportunities: new strategic asset-class allocations, incumbent manager replacements, increased funding within existing mandates, dedicated endowment capital and reinvestment of private-market distributions.
For asset managers, the opportunities extend beyond traditional competitive searches. Specialist forestry and natural capital managers, active value equity firms, government-guaranteed credit specialists, multi-asset managers and infrastructure secondaries platforms may benefit from similar institutional allocation decisions. The developments also demonstrate the importance of monitoring investment policy changes, existing manager relationships and portfolio liquidity as potential indicators of future mandate activity.

Institutional mandate opportunities are emerging through both new capital formation and the reallocation of existing portfolios. Managers with differentiated investment capabilities, established institutional relationships and the operational capacity to support specialized mandates are well positioned to compete for comparable opportunities as investors diversify portfolios and reassess existing investment arrangements.
